Qatar’s Public Works Authority (Ashghal) has awarded a consortium including Metito, Al Attiyah Motors & Trading Company, and Gulf Investment Corporation (GIC), the contract for the development, design, build, finance, and procurement of a 150,000 m3/day Sewage Treatment Works (STW) project under a Public-Private Partnership (PPP) agreement.

The US $1.48bn project, located in the areas of Al Wakrah and Al Wukair, will be the country’s first sewage treatment PPP project. It was launched with an official signing ceremony held in Qatar; his Excellency Sheikh Khalid bin Khalifa bin Abdulaziz Al Thani, Qatar’s Prime Minister and Minister of Interior graced the signing ceremony for the historic project. His Excellency stated that the initiative of signing the contract of Al Wakrah and Al Wukair STW project is a culmination of the state’s efforts to consolidate the partnership between the public and private sectors, on the one hand, and attract and stimulate local and foreign investments on the other.

This step also reflects the confidence that the state ties to the ability of the private sector to work side-by-side with the government sector to complete significant development projects in various fields, including infrastructure and water treatment projects, he added.

In August 2022, KSA’s NWC said it was planning to roll out 1,429 water sector projects worth $28.4bn.

Commenting on the contract award, Mutaz Ghandour, Chairman and CEO of Metito said: “For decades, we have witnessed Qatar investing heavily to improve economic, social, human, and environmental outcomes for the country and this project is yet another milestone in this progressive journey.”

“Metito has been closely working with its Qatari stakeholders, developing projects since 1987, and being awarded this contract alongside our partners is a great honour and a testament of our commitment to play a leading role in enabling Qatar to achieve its ambitious water agenda”.

The Al Wakrah and Al Wukair STW project will contribute to the achievement of Qatar’s 2030 Vision to streamline water consumption and encourage the use of unconventional water resources.

In May, Kuwait’s Ministry of Public Works appointed a consultant for a sewage plant feasibility study.

The consortium’s scope will involve the design, construction, and delivery of KAHRAMAA facilities, including a primary substation, initial commissioning, performance acceptance testing, and 25 years of operations and maintenance.

Abdul Aziz Al Attiya, Chairman of Al Attiyah Motors & Trading Company, said: “We are the largest shareholder in this consortium, which means providing an effective contribution to the capital, in addition to our decades-long experience working within Qatar. We are proud to be awarded this contract under a public-private partnership for the next 25 years, with the local and global expertise that our consortium has.”

Rami Ghandour, Managing Director Metito, added that Metito and its partners will invest the equity required for the project. Furthermore, Metito will be integrating the latest technologies as it invests close to $1bn, he said.

“Through our experts, access to global resources, and extensive knowledge of the local Qatari requirements and specifications, we are confident we are absolutely the right partner to develop this strategic project,” Ghandour stated.

Meshary Al-Judaimi, Group Head – Principal Investment at GIC added: “In line with its strategy to focus on sectors with high added value to the economies of the region, GIC has chosen the development of utilities and infrastructure projects as one of the most important sectors. There is no doubt that the state of Qatar, through the Public Works Authority, has demonstrated its ability to attract international, regional, and local private enterprises for the development of this important project.”

In April, SWPC said it had achieved financial close for the 90,000-cu/m per day Tabuk-2 independent sewage treatment plant.

A ‘global youth movement for adaption’ is calling on world leaders to take “urgent and bold action to adapt our world to the increasing impacts of the climate crisis”. The ‘Youth Dialogue on Adaptation Action: Delivering on the Glasgow Climate Pact’ convened by the Global Center on Adaptation (GCA) and its Youth Advisory Panel took place on 3-4 September in Rotterdam ahead of the Africa Adaptation Summit.

With climate-related disasters striking everywhere, from dramatic floods in Pakistan to deadly heatwaves and droughts sweeping across continents, young people have shown that they are taking the lead and adapting their communities, while increasing their calls on governments to adopt ambitious policy and increase finance for adaptation, the GCA said.

“We are in a climate emergency today and what we will see tomorrow will be exponentially worse. You are the generation that will be the most affected. I urge you to be more vocal on the adaptation agenda. Together we can lead the change for a climate-resilient world,” GCA CEO Prof. Dr. Patrick Verkooijen told youth delegates during a visit to the GCA’s offices.

In July 2022, in an exclusive interview with Middle East Construction News (MECN), WSP Middle East’s Sophia Kee said, “We have 93% certainty within the next five years of hitting new temperature highs”.

The #Youth4Adaptation Appeal contains four major asks from the youth to world leaders: promote education, capacity-building and upskilling of young people on climate adaptation; provide an inclusive and participatory environment for youth in climate adaptation decision-making processes; empower youth entrepreneurs and young professionals to advance the adaptation agenda, and increase financing for youth-led adaptation initiatives through adapted and flexible funding mechanisms.

The conclusion of the two-day dialogue and the seven regional forums that took place throughout the year are enshrined in the #Youth4Adaptation Appeal, the GCA noted. The document is billed as a “a call to action by young leaders to decision-makers to adapt our world to the cascading impacts of the climate emergency by providing an urgent, ambitious and robust response to deliver on the Glasgow Climate Pact”.

Following his meeting with youth, Verkooijen committed to presenting their requests to international leaders at the Africa Adaptation Summit on 5 September, and at the vital UN Climate Change Conference (COP27) in Sharm el-Sheikh, Egypt scheduled to take place between 6 and 18 November.

In August, the UAE’s Ministry of Climate Change and Environment unveiled a pledge designed to boost the private sector’s contribution to the UAE’s Net Zero by 2050 initiative.

Former UN Secretary-General and GCA Board Chairman Ban Ki-moon and UN Deputy Secretary-General Amina Mohammed also participated in the dialogue and are commended the youth’s determination to act on the climate adaptation agenda. Both leaders also encouraged young delegates to keep pressing governments to deliver on their promises ahead of COP27.

As the construction industry is responsible for an estimated 40% of global carbon emissions, it’s vital for the sector to do its part in support of the push to limit global warming. In May, four regional experts shared their thoughts on the Middle East’s journey towards Net Zero, the challenges that have to be overcome and solutions that could have a pronounced impact.

In an opinion piece shared with MECN, Katarina Uherova Hasbani, Partner and Global Director of Strategy and Advisory at AESG said that with time running out in the climate change battle, all sectors must work together to ensure a brighter, safer future.

Eight Middle East access hire companies recently had a chance to see the S-80 J Telescopic Boom Lift first-hand, and in-person during Genie’s UAE S-80 J Demo Tour. During the event, Genie team members provided demos that highlighted the capabilities of the S-80 J boom lift, shared information about how the boom could help rental companies maximise their profitability and answered questions about the boom’s features.

“There’s nothing like getting a chance to see and operate a piece of machinery up close and in-person, which is why the Genie team was so excited to get a chance to meet with our customers in this type of format,” said Sharbel Kordahi, Genie Managing Director & Sales Director for the Middle East region.

Early in September 2022, Genie recognised Galadari Trucks and Heavy Equipment with a dealer award in Dubai.

“We received such positive feedback from participants that we are looking into the possibility of expanding it to other markets in the Middle East region,” he added.

With a lightweight, efficient design, the Genie S-80 J boom lift is well-suited for nearly any work-at-height task and is purposefully designed to lower ownership costs and improve return on invested capital (ROIC) for equipment owners, the manufacturer says.

Following the event, Robert Cavaleri, Regional Training, Safety and Compliance Manager at Manlift Middle East LLC, added: “The demo was well organised and well balanced between an in-class presentation of the machine and a hands-on demo and technical explanation of the S-80 J. I was impressed that the Genie team was focused on showing us how the S-80 J would fit into my fleet and solve some of my ROI issues.”

At the 2022 Construction Machinery Middle East Awards, the Genie Z- 45 FE Hybrid Articulated Boom Lift won an award in the ‘Access Equipment of the Year’ category, while in June, Genie said it was bringing its new hydraulic oil containment system to global markets.

Sharjah is set to build a residential complex at the University of Khorfakkan (UoK) for faculty members, as well as students.

The move was announced by Dr Sheikh Sultan bin Muhammad Al Qasimi, Supreme Council Member and Ruler of Sharjah, who has directed Sharjah Public Works Department to start construction of the new complex immediately.

The residential complex will further expand the existing campus, which is said to have grown exponentially in recent years and features modern features and amenities including a state-of-the-art library.

In July 2022, Sharjah’s Alef Group launched the $435mn Al Mamsha Raseel residential community at its Al Mamsha development in the emirate.

The university is also said to feature modern, technology-equipped classrooms, computer labs, students’ lounges, recreational facilities, a sports centre, large auditorium and a branded in-house café.

The move to create a new residential complex will bring UoK fully in line with the ‘one-stop’ campus model pioneered in the region by college sites such as the American University in Sharjah, and which have proved highly popular in attracting a high standard of international students.

UoK, which is part of the University of Sharjah, is reputed for its highly attractive coastal location, and is said to figure strongly in regional academic rankings; the college has perennially been ranked in the UAE’s top five universities across its multi-disciplinary offer.

The campus has also proved to be a champion of the local community, supporting regional economic growth and the development of the surrounding city, offering a curriculum of popular degree programmes and a highly-qualified teaching faculty.

In August, Sharjah announced a new ‘Holiday Homes’ project, which was launched to diversify economic growth.  In September, Sharjah’s Investment and Development Authority (Shurooq) said it had completed construction works on the Kalba Waterfront retail project.

Manitou Group has announced the purchase of the intellectual property of ATN Platforms, a specialist in the design and assembly of aerial work platforms.

According to the manufacturer of forklifts, telehandlers and other heavy equipment, the purchase will allow the group to extend its existing product range and accelerate the development of the company.

In June 2022, AFI said it was growing its material handling brand, AFI Lifting, with the addition of Manitou telehandlers.

ATN Platforms is a French firm that specialises in aerial work platforms, in particular vertical platforms. Manitou Group says the acquisition allows the company to benefit from the expertise of ATN Platforms employees, who will continue to be based in Tonneins, France, the historic site of the company.

In a statement Michel Denis, President and CEO of Manitou Group said: “This is an opportunity for growth for Manitou Group. Our two platform production sites in Candé (Maine-et-Loire) will assemble the vertical platform models that are the result of the expertise of ATN Platforms, in order to offer our customers an even wider choice of aerial work platform solutions.”

In August, Mycrane said it added new crane types for the short-term rental market to its digital rental platform and, later in the month, Johnson Arabia said it had completed the installation and erection work for a date processing complex in Oman.

Danube Properties has appointed Naresco Contracting as the main contractor for the construction of Skyz Tower, a Mediterranean-themed high-rise residential tower with a development value exceeding US$129.3mn.

In a statement, Danube Properties said the tower will consist of apartments, retail outlets and recreational facilities. It will be developed on a 67,837.39sqft plot of land at Arjan, close to Miracle Garden with easy access to Mohammed Bin Zayed Highway. The tower overlooks Miracle Garden, and the Arabian Ranches and Motor City communities and, as per the contract, the contractor will deliver the project by the end of Q3 2024.

“As a customer-centric and delivery-focused developer, today we are announcing the appointment of the main contractor for Skyz tower that reinforces our commitment to deliver homes to our customers on time and with the right quality,” said Rizwan Sajan, Founder and Chairman of Danube Group.

In March 2022, the developer launched a 1,000 unit affordable housing project in Dubai.

“A property developer’s credibility depends on timely delivery of the project and as per quality. We are very conscious of our commitment to our customers – our biggest stakeholders. Since entering the real estate business, we have been delivering projects on time and on quality. Naresco Contracting has previously constructed our projects and delivered on time. This time also, we have put our trust on them to deliver the project on time – to our satisfaction,” he added.

Naresco Contracting is a Dubai-based construction company with 36-years of legacy in the construction industry. It has delivered 129 projects while 20 more are at various stages of construction. It has successfully delivered a number of projects for Danube Properties, including Glitz 1, 2 and 3 and Miraclz.

Abdulla Abdulkarim AlArif, Chairman of Naresco Contracting, remarked, “We are very pleased to be working with Danube Properties for the construction of the Skyz Tower, after successfully delivering a number of residential projects to them. In August, Danube Home said it had inked a deal to enter the Mauritius interior decor market.

The Skyz Tower development provides amenities such as a retail arcade, games room, kids play area, health club, outdoor gymnasium, infinity pool, lily pool with water beds, kids pool, outdoor jacuzzi, viewing deck, paddle tennis, gazebo, outdoor seating area, water bodies, BBQ area, jacuzzi lounge, party hall with billiards room, business centre and the Sky Jogging Track.

“The concept behind Skyz Tower is to create a new residential destination that celebrates Mediterranean living by maximising usable outdoor space through balconies, terraces, gardens, parks, and plazas. The tower is designed to allow maximum views and light into the scheme and creates a series of ‘external gardens’ distributed around the building linked by an informal route with an outdoor pool and recreation area at various levels,” the statement explained.

It continued, “The Sky Jogging Track is a first in the region. It is an elevated jogging track for occupants of the tower, that will help the residents to maintain a healthy lifestyle – in addition to the health club, gymnasium and swimming pool. This reflects Danube Properties’ focus on offering the best lifestyle to the home-owners, so that they can maintain a healthy life.”

In September, Strategy& said that regional developers can differentiate through data-driven customer relationships.

Since the launch of Saudi Arabia’s National Transformation Plan in 2016, the total value of real estate and infrastructure projects has crossed US $1.1tn as per Knight Frank. A spokesperson said the “phenomenal transformation” taking place in Saudi Arabia is clearly visible across the entire urban landscape.

“With over 555,000 residential units, more than 275,000 hotel keys, in excess of 4.3m sqm of retail space and over 6.1m sqm of new office space expected by 2030, the planned construction in the Kingdom will easily make Saudi Arabia the largest construction site the world has ever known. What’s more, healthcare, education and wellbeing sit at the core of the transformative plans, which will contribute to an extraordinary evolution in the Kingdom’s physical realm, making it un-recognisable from what we see today by the end of the decade,” says Faisal Durrani, Partner – Head of Middle East Research at Knight Frank.

The firm said it is tracking 15 giga projects in various phases of construction around the Kingdom and notes that many are stand-alone super-cities in their own right.

In an exclusive to Middle East Construction News (MECN), Ian Williamson, Group Chief Projects Delivery Officer at The Red Sea Development Company reflected on the project’s numerous achievements over the past five years.

Harmen de Jong, Partner – Head of Real Estate Strategy & Consulting, Saudi Arabia notes, “NEOM remains the largest giga-project announced to date, and it has been recently publicised that it will house nine million residents on completion across an estimated 300,000 new homes. However, just $7.5bn of sub projects have been commissioned thus far, with construction progress of this tranche of projects standing at 29%.”

Durrani adds, “Vision 2030 has lit the embers of excitement across the Kingdom and with NEOM being positioned as a crown jewel in the transformative plans, people are eager to be part of history. Super-cities like NEOM will redefine urban living in a spectacular way, while meaningfully embracing sustainability in a resource hungry region. Sub-cities like Oxagon, Trojena and The Line will set new benchmarks for luxury living in the region and with close to 30% of home-owners in Saudi prepared to spend upwards of $800,000 on a second home in the Kingdom, developers have their work cut out to satisfy this pent-up demand.”

Away from NEOM, the $20bn Diriyah Gate is one of the Kingdom’s other projects of significant size. The historic district of Diriyah will add 20,000 homes to Riyadh’s residential stock by the time it is completed in 2027, the firm said. It estimates that 46% of construction has been completed on the $5bn spent so far.

In May 2022, Diriyah Gate Development Authority said it would transform Wadi Hanifah into a nature-focused getaway. In August, Saudi-based developer Dar Al Arkan said it was eyeing aggressive regional and international expansion.

The firm also says that Riyadh is poised to undergo significant growth, with the population projected to close in on 17mn by 2030, up from around 7.5mn today. To meet this ambitious growth target, the city has seen real estate projects worth $104bn unveiled over the last six years. Furthermore, Knight Frank points to plans for a brand-new international airport worth $147bn, details of which are expected soon. The new international airport accounts for close to 74% of the $200bn nationwide infrastructure spend, it says.

Sustainability is a key theme for Riyadh, Knight Frank comments, citing recent plans for the 10sqkm ALNAMA Smart City, which will be the capital’s first zero-carbon city, and expected to house some 44,000 people when complete.

Durrani continues, “Not to be outdone, Riyadh’s repositioning as a commercial nerve centre of the Kingdom is well underway. And businesses from the world over are already clamouring to be at the centre of the Middle East’s second and much-needed global hub. Indeed, with Grade A office occupancy levels across the city hovering at around 97%, the planned development of a further 2.8mn sqm of world class office space couldn’t come sooner. The city is also attracting a huge number of internal migrants and with readily available support to get on the housing ladder, house prices are rising rapidly and currently stand some 26% higher than this time last year.”

Big Project Middle East will host its Construction Intel Summit – KSA in the Kingdom on November 23 in Riyadh. Registration is complementary for construction professionals.

Knight Frank also explains that significant focus is being placed on the well-being of the Kingdom’s residents through the improvement and provision of world-class urban environments. This includes the $500mn Riyadh Sports Boulevard, as well as the $23bn ‘Green Riyadh’ which will transform the Saudi capital into a verdant metropolis through the planting of 7.5m trees. Elsewhere, Dammam’s 650,000 sqm Amanat Al Sharqiya project will see the revitalisation of the city’s corniche.

“The emphasis on wellbeing extends to the 19,000 hospital beds planned, which is set to cost $13.8bn, $8.6bn of which is planned for the Riyadh Province alone. Furthermore, over 80 new educational institutions are being built at a cost of $82bn,” de Jong concluded.

Early in September, the National Real Estate Registration Services Company was launched in the Kingdom to digitalise and develop the real estate sector.

JLL has announced the appointment of Saud Mohammed Alsulaimani as its Country Head in the Kingdom of Saudi Arabia. The firm said the move will see Alsulaimani expand and strengthen JLL’s presence in the country as a market leader in real estate with a focus on technology and sustainability.

The firm said the decision comes at a time when national efforts are being maximised toward boosting the Kingdom’s business environment and increasing the capacity of Saudi citizens in leadership positions in the private sector on the back of the Saudisation initiative.

“With Saudi Arabia focusing on economic diversification, there is an enormous opportunity for professional real estate companies to help the country in realising its vision, and we intend to be at the forefront of it,” said Thierry Delvaux, CEO of JLL Middle East, Africa and Turkey.

In April 2022, JLL said that 6,000 residential units were added to key Saudi cities in the first quarter of this year.

“With his extensive experience, we are confident that Saud, as JLL’s Country Head in the Kingdom of Saudi Arabia, will not only add enormous value to our business and clients but also help us in supporting the Kingdom in its transformation journey.”

Prior to joining JLL, Alsulaimani was the Executive Director at the Tourism Development Fund, where he managed the Real Estate Development and Research department. He was also an independent Board Member of Al Rajhi REIT Publicly Traded Fund, delivering effective strategic counselling including the management of a diversified portfolio of real estate properties spread across multiple sectors and cities in the Kingdom of Saudi Arabia.

In the past, he also served as a Partner at Knight Frank, managing its real estate valuation and advisory practice in the Kingdom of Saudi Arabia and the Kingdom of Bahrain. Additionally, Alsulaimani was part of the Real Estate and Infrastructure team at the Kingdom’s Public Investment Fund (PIF) which is behind key development projects in the Kingdom of Saudi Arabia including Neom, The Red Sea Project, KAFD, Qiddiya and ROSHN.

In June, JLL said it had been awarded the contract to manage Magnom Properties’ regional real estate projects.

“It is an honor to join an industry leader like JLL and to support the Kingdom’s growth journey,” said Alsulaimani. “JLL’s growth in Saudi Arabia has been nothing short of remarkable, and I am excited to be a part of the journey ahead as we strengthen our position in the country, while ensuring continued success and value for our clients.”

Earlier this year, JLL announced the appointment of a non-executive board of leading business figures in Saudi Arabia to advise on the firm’s sustainable and growth-driven strategy in the Kingdom. The board formed by Jehad Alkadi, Chief Executive Officer of Arriyadh Development Company in the capacity of a board chairman; Hawazen Nazieh Nassief, Environmental, Social and Governance Advisor; Mohammed Al Khars, Chairman of Innovest Properties; and Musaab Al-Muhaidib, Chief Executive Officer of Al Muhaidib Entertainment Ventures.

JLL is said to have been one of the first real estate consultancies to establish itself in the Kingdom over a decade ago with offices in Riyadh, Jeddah, and Al Khobar. With over 300 employees in the Kingdom as of today, it says it has supported the Saudi vision and has successfully advised some of the Kingdom’s biggest real estate developments and giga projects including the King Abdullah Financial District, Prince Mohammed Bin Salman Non-Profit City, and other landmark projects by the Diriyah Gate Development Authority.

In June, the firm named David Duke as Head of International Residential in the Kingdom.

Global IoT solutions provider Trackunit has launched a 5G-ready, battery-powered device to connect and monitor non-powered construction equipment and accessories. The company says its new Spot 2 device offers increased connectivity and visibility of the full fleet, significantly reducing operating costs and increasing the utilisation of each machine in real-time.

According to the company, equipment and site managers can quickly locate equipment at depots and worksites using the Trackunit platform. Among Spot 2’s features, operators can set tracking frequency, while the new power efficient design is said to have doubled estimated battery life allowing 4,000 message transmissions. When configured for two messages per day, the batteries are expected to last for at least five years.

In June 2020, the Ahern group of companies announced that Trackunit will be its telematics platform partner across its entire product portfolio.

“This is very much in alignment with the Eliminate Downtime movement, as it cuts down on inefficiency and contributes to making construction a better, more useful industry,” said Lærke Ullerup, Chief Marketing Officer in a statement.

Dave Swan, Senior Vice President Products added, “We see Spot as a natural complement to Trackunit’s Raw (Cellular) and Kin (Bluetooth) products, providing a capability in between the two. With Spot, users don’t have to guess and search for equipment, and will always be the first to know if something moves without permission, helping reduce theft. Using a cellular connection, Spot pinpoints a precise GPS location with an ‘instant on’, one-minute install with no machine downtime.”

The hardware also allows users to take advantage of the latest technology such as LTE-M1/NB-IoT network, Bluetooth 5.2, new industrial class mechanical design and light sensor for smart activation. Trackunit will be showcasing Spot 2 at Bauma, in Munich, from October 24-30.

In September 2021, Trackunit said it acquired ZTR’s Industrial IoT division to create a unified telematics business.

Construction Machinery Middle East (CMME) has launched a website dedicated to regional and international machinery news, CPI Trade Media has announced.

The new platform – https://constructionmachinerymenews.com/ – focuses on various sectors including construction, power, cranes, transport, access, handling, equipment rental, operator and site safety and much more. The launch complements the brand’s existing offerings which includes a monthly publication that is available in print and digital formats. The magazine also maintains an active social media presence on LinkedIn.

The latest addition to the brand’s portfolio follows CMME’s inaugural Construction Machinery Middle East Awards event, which was held in May this year. The event is scheduled to return in 2023 and will be announced on the CMME website in due course.

Construction Machinery Middle East also recently celebrated ten years of covering the construction machinery sector in the region and marked the milestone with a dedicated issue.

“People in the region and beyond have been looking for a machinery-specific website with the latest news and analysis for quite some time now. We are proud to launch this platform which allows us to offer our readers even more value through added video content, daily news and insights,” said CMME Editor Mark Dowdall.

He added, “Combined with our traditional magazine, in-person conferences and annual awards events, our new website further strengthens our standing and credibility in the industry. We are excited to expand our news reach and continue giving a voice to those working across the board in construction machinery through our multiple platforms and digital formats.”

CMME will host the next edition of its successful Access & Handling Summit on 16 November at the Radisson Red hotel in Dubai. Registration is complementary for industry professionals.
